The Arbiter, also known as Thel ‘Vadamee (or ‘Vadam since separated from the Covenant), is a very pragmatic Elite. Since disgraced from the Covenant, he has found solace in his unexpected freedom.

"Harold Saxon"'s vanity was so vast that when the Tenth Doctor forgave him for his actions, the Master collapsed and wept out of shame. After he expressed revulsion at being "kept" by the Doctor, the Master was shot by Lucy and decided not to regenerate and die to spite the Doctor. The cynthetic alien doesn't have any verbally spoken name so allows you to call him whatever you want. He is a cynthetic lifeform and is clearly an extraterrestrial, more accurately an explorer. He isn't prone to violence and avoids it when possible, though he has a very witty but detached demeanor.
